The film revolves around Vijaya, a petty thief who resembles Captain Bhawani, a military officer who is awarded the Bharat Ratna, the highest civilian honour in India, for her bravery and patriotism. When Bhawani loses both her legs in a bomb blast orchestrated by a terrorist group led by Nawab Khan, she asks Vijaya to take her place and continue her mission to rescue some foreign delegates who are kidnapped by Nawab Khan. Vijaya agrees and teams up with Bhawani's husband Shekhar, an inspector, and Gopi, another thief, to foil Nawab Khan's plans and save the hostages.
